From its earliest days, VOICES has been a strong advocate for victims' families and survivors and a proponent for public policy reforms related to national preparedness. Founding Director Mary Fetchet was instrumental in campaigning for the 9/11 Commission. She testified on five occasions before the 9/11 Commission and the U.S. Congress. As a 9/11 family member, she advocated for an appropriate process for the identification of remains, the September 11th Victim Compensation Fund, and the creation of the 9/11 Memorial at the World Trade Center site.
